The City Assessor, subject to the direction and supervision of the Mayor, performs all the duties required in relation to the assessment of property in the City. This person shall perform all the duties and possess al the powers and authority as conferred on Assessors by the Real Property Tax Law. The Assessor's Office is responsible for assessing real property in the City of Johnstown and administering real property tax exemptions to any eligible individuals or organizations. Annual assessment rolls are published on May 1 (tentative) and July 1 (final).

If you're a STAR recipient, you receive the benefit in one of two ways:
Important information for STAR exemption recipients. If you currently receive your STAR benefit as a reduction on your school tax bill (the STAR exemption), you may receive a greater benefit if you switch to the STAR credit; you'll receive a check instead. Note: The income limit for the Basic STAR exemption is now $250,000. If your income is more than $250,000, you must switch to the credit to continue receiving a STAR benefit. PARTIAL YEAR SENIOR EXEMPTIONS Anyone turning 65 this calendar may be eligible for the Partial Tax Exemption for Senior Citizens. Total Household Income MUST be $29,999 or less for tax year 2024 to qualify. If you believe you may qualify, please contact the Assessor’s office for an application by phone 518-736-4015 or email [email protected]. Applications are due March 1, 2026. STAR Program Changes NYS has enacted changes to simplify the STAR program for 2026. Homeowners will no longer apply for the Enhanced STAR exemption with their assessor. NYS Office of Real Property Tax Services (ORPTS) will notify homeowners, and the assessor’s office, if they qualify for an Enhanced STAR exemption. If additional information is needed to determine eligibility, a letter from ORPTS will be sent to the homeowner requesting the information. |
